Questa settimana abbiamo vissuto momenti importanti per il turismo; l’ordinanza relativa al divieto di ripartenza degli impianti di risalita in montagna che ha causato una perdita pari quasi a una manovra, come valutato dalle associazioni interessate, e la nomina di un ministero del turismo, il quale, aspetto non secondario, sarà dotato di portafoglio.
In tempo di Covid ci si domanda, convivendo con la pandemia che presenta elementi di decrescita, come avverrà la ripartenza, con che modalità e chi ne sarà interessato. Uno dei rischi per un Paese come l’Italia è che non vengano riaperte tempestivamente le frontiere e allora ben venga la notizia che leggo:
“Basta con i “Paesi ad alto rischio”, focus invece sui “viaggiatori ad alto rischio”. Sarebbe giusto cambiare così punto di vista? Il Wttc (World Travel & Tourism Council) lo chiede, facendo appello ai Governi affinché si abbandoni appunto l’idea di intere nazioni bollate come a rischio: “Non si tratta di intere popolazioni che sono contagiate, dunque non dovrebbero venire etichettate come pericolose”, spiega l’organizzazione, che ribadisce anche la necessità di usare la tecnologia e soprattutto una metrica condivisa a livello internazionale. Il punto, spiegano dal Wttc, è infatti quello di concentrarsi sui test e il tracciamento ai singoli viaggiatori alle frontiere. Deve cambiare dunque l’approccio al rischio, per permettere il rilancio del travel internazionale, sia leisure che business. Uno schema rapido di controlli agli arrivi e alle partenze potrebbe permettere di isolare solo coloro che sono effettivamente malati, permettendo invece un viaggio sicuro, naturalmente secondo tutti i protocolli, a chi risulta negativo”.
È innegabile che destinazioni legate al turismo internazionale, penso ad esempio a Venezia, trarrebbero grande vantaggio da una simile impostazione che, peraltro, è di buonsenso ma, e questo ci preoccupa, in questa vicenda a quante azioni di buonsenso abbiamo assistito.
This week we have gone through significant events for tourism: the ordinance cancelling the reopening of ski lifts in the mountains, which has been estimated by the associations involved to have caused a tremendous economic loss, and the appointment of a minister for tourism who, quite importantly, will be a minister with portfolio.
In times of Covid, living with a pandemic which is showing some elements of regression, we wonder what the restart will be like, how it will be approached and who will be involved. For a country such as Italy, one of the risks is that border restrictions are not opportunely lifted, that’s why some news I read are in fact welcome:
“Stop with “high-risk countries”, focus on “high-risk travellers” instead. Would it be correct to change perspective in this way? This is what the WTTC (World Travel & Tourism Council) is asking, calling on governments to abandon the concept of entire nations being labelled as “at risk”. “It is not entire populations that are infected, therefore they should not be branded as dangerous” the organisation explained, also reiterating the need to make use of technology and – above all – of internationally shared metrics. Indeed, the WTTC calls for testing and tracing being applied to individual travellers at borders. The very approach to risk should change, if international travel, both leisure and business, is to resume. A quick test system at arrivals and departures would allow to detect those who are actually infected, and ensure a safe journey for those who test negative, in accordance, of course, with all protocols.”.
Undeniably, the destinations of international tourism – think of Venice, for example – would greatly benefit from this type of approach, which sounds quite sensible. But – and this is worrying us – how many sensible measures have we had a chance to witness in this period?
